1. Logged on to https://developer-dev.allizom.org
2. Go to webpage https://developer-dev.allizom.org/en-US/docs/new?slug=MDNTestAutomation1
3. Set the TOC Level to All Level
4. Set the content to TEST
5. Click Submit

What happened?

An error is shown as below

Select a valid choice. That choice is not one of the available choices.

What should have happened?
==========================
It should have saved the page. 

Is there anything else we should know?
======================================
If i click submit the page second time it works fine.

I can reproduce this on https://developer-dev.allizom.org.

:groovecoder, do we have any information like logs or a test case on staging 
that could narrow down this problem to just the dev environment?

I /assume/ someone would have reported this if it appeared in production, but I 
would rather be safe than sorry.

This happens in production too, but only for template creation.

Try: https://developer.mozilla.org/en-US/docs/new?slug=Template%3Atest2 (I didn't resubmitted it so it should still happen)

There was a bug opened, but don't have it handy.
