This is normal behavior because email app uses "window" as its disposition[1]. I don't know if productivity team is going to change it or not. But in the current design, it works as expected. cc andrew to let him know this. [1] https://github.com/mozilla-b2g/gaia/blob/728e3dfbe146d54c4bcd4121db373c41dd0b3f1e/apps/email/manifest.webapp#L61
The good news is that :alive implemented returning to the calling app even in the case of 'window' disposition apps. See bug 909255 for the fix. There are a lot of bugs related to activities and e-mail so I did create https://etherpad.mozilla.org/fxos-email-activity-fix-history which is helpfully useful to avoid having to walk all the bugs oneself. We have bug 937400 in the e-mail component that is basically the same bug, so I'm doing to dupe this to that one. In that bug, it appears that the problem is that the gallery app got closed because the e-mail app used up enough memory that the out-of-memory-killer killed the gallery app. The only thing gallery can really do about that is to try and reduce its memory usage.
