953980 - Reformat "Content" Tab of Options

I fine the "Content" tab of the options very confusing to look through (and I think I have a good idea of what its /trying/ to do).

Perhaps something like the following:
"Fonts & Colors" --> "Default Font & Colors"
   Remove the advanced menu
   "Default font face", "Size"
   "Font Color", "Background Color"
   "Link Color", "Underline"
"Incoming & Outgoing Fonts"
   "Send my default font & color as part of _my_ message when possible"
   "Incoming formatting" (The current drop down that's there)

What about something like this:

"Use this font and formatting in my conversations"
  "Font", "Size"
  "Color", "[Advanced]"

  "[x] Send these fonts and colors as part of my messages"

  "Allow incoming messages to overwrite these setting with"
  "[Incoming formatting dropdown |v]"

I really like this mock up except I think we can remove the "advanced" dialog still.  There's plenty of room on the main tab for it.

I'm not sure if this blocks bug 953997 (bio 561) or depends on it (since the available screen space will be smaller if we move it to a sub-tab there).

Chosing 'depends on', just to make sure we rememeber that these two bugs are related.

I'm going to duplicate this into bug 953997. They're really talking about the same thing.
