Facebook chat will not work unless users activate the account via https://www.facebook.com/sitetour/chat.php Thus we need to inform users of this.

Nope, there are currently only links to Pidgin, Adium, iChat and a few others.

I'm not sure what you mean by "enable Facebook chat" on this page.
It only contains technical information that seems irrelevant to users using our account wizard (everything necessary is set as default).

I just tried setting up Facebook chat on a new profile and it worked just by entering my Facebook user name., that's why I'm setting this bug to WORKSFORME for now. Someone can reopen it if there's a real problem.
