We should add another category along UI and purplexpcom in bugzilla to add bugs relating to XUL & mozilla tools. There is no good place to put them. right now, I always set them in purplexpcom>General but it always feels weird.

Yes, maybe. Or "Build environment & XUL".
This request no longer makes sense after the migration to BMO (bug 749586).
