PSM doesn?t allow loading full CRL over delta-CRL, which could be natural way to solve any potential issues related to every day usage of delta-CRLs. It is also annoying in going around bug #95469.

For the 2.2 time frame, PSM will not allow the loading of delta CRLs. Thus this bug will not apply.

You can't load full CRLs over delta CRLs, because you can't load delta CRLs at all. When NSS adds support for delta CRLs, they will be able to coexist with full CRLs. One type of CRLs wouldn't overwrite the other, since by definition, a delta CRL requires a base full CRL. See bug 148214 for more details. Marking INVALID.
