I think this has been discussed before, but I couldn't find a corresponding bug. 

The twitter tag name should include the account name in some form (as the user may have more than one twitter account connected).

The main advantage of supporting this is that it allows grouping the contact's twitter ID with the other ways of contacting this buddy.

I disagree with this, none of our other protocols include the account name in the group.

We should also create tags for each list the user has on Twitter.

I'm not sure I agree that twitter isn't a special case here. This is already apparent if you introduce a twitter tag at all (there is no "XMPP tag"). But more specifically, if you have two twitter accounts, precisely because they are both public it is clear you have two accounts for a reason and would like to keep the two sets of contacts distinguishable. Not an assumption one would make for other accounts.
