submenu disappears despite long submenu delay

I have the "ui.submenuDelay" set to 7 seconds, in hopes of simulating the
older Windows-style menu interface where it ignored (non-dragging) mouse
motion. However, when I open one submenu by clicking (say, Tasks |
Privacy and Security), and then (with the mouse button not pressed) quickly
move the mouse back and forth to and from another submenu (say, Tasks | Tools),
the first submenu popup disappears.
I expect the first popup to remain open no matter how I move the mouse,
at least until the 7 seconds is up. In theory, with an infinite delay, the
menus should ignore all mouse motion while the mouse buttons are not pressed.
I am using mozilla 0.9.3 (build 2001080104) on Linux/X with GTK 1.2.8, and
"classic" theme.
