95592 - Blocked images should be displayed as spacers

With image blocking activated, images are
-invisible if they have width/height tags
-non-existant if they don't
Now if an image (that does NOT have width and height tags to it) is used for a
hyperlink, you won't be able to follow that link.

To reproduce:
1. Enable image blocking (Edit-Preferences-Privacy and Security-Images-Do not
load any images)
2. Go to http://www.whoru.de/clickpic.html
3. There should be an image with a hyperlink between the lines [IMAGE BELOW] and
[IMAGE ABOVE] - but there isn't

IE has those nice dotted lines around images that are not there. I believe
Mozilla could do that, too.
And if an image does not have width or height, just define it as 1/4 inch or
something like that. But it's important to check for both. Otherwise you might
end up with an image with 300px width and 0px height or something like that.
