Details
The phone app remains open after receiving and closing a call
STR:
1. Flash a fresh build
2. Ensure that no apps are open
3. Call the phone under test
4. Answer and then hang up the call
5. Open the cards view - Phone app will be open
I expected the Phone app not to be open, the app is no longer open and it's using ram/battery while being idle.

It would be a bit tricky to differentiate between a phone call opening the app or a phone call with the app already opened. And tricky means error prone. Hopefully the app is not using CPU when not used and it will get killed if there is memory pressure.
I'm gonna close this as WONTFIX but if you see any CPU usage from Dialer in the background, feel free to open a bug.
