The OTA package could be downloaded completely, and it also enter the uncompressing process.But it fails to perform upgrading device process after uncompressing. 

* Build Info (Both Gecko and Gaia)
   Device  : Buri

* Reproduce Steps
  1. Flash Buri device to v1.3 build from PVT
  2. Change update URL to http://update.boot2gecko.org/hamachi/1.3.0/nightly/update_20140102004001.xml
  3. Just select to download the update package
  4. Wait for the package downloaded.

* Actual results:
  1. The packaeg could be downloaded, but it fails to upgrade the device.

* Expected results:
  1. Package could be downloaded and device could be upgraded after package is downloaded.
