Description:
The downloads list is not being populated when the settings app is closed and the user has downloaded a file

Repo Steps:
1. Close settings app if it is open. You can verify and closed it from task switcher
2. Opening the browser app and download some files
3. Opening  downloads list from settings app.

Actual:
The download list is not populated

Expected:
The downloads to be shown on the download list
