Description

Steps:

1. keep phone screen off
2. dial in the phone

Expect result: 

the screen is on and shows incoming call dialog

Current:

the screen is on and shows lockscreen above the incoming call dialog, which make the incoming call dialog not accessable

I highly suspect this kind of bug can went unnoticed for a month. Marking qawanted to verify on the latest build.

This issue does not reproduce for me on the 02/13/14 1.4 build. The lock slider and phone call slider do overlap for a quick moment, but the lock slider does disappear... allowing me to accept or decline the incoming call.
