does FTP work with a null mCacheSession?  also, why remove the pref?  why not
just make FTP work without a cache session?
yes.  ftp works with a null mCacheSession.  removal of the pref was suggested by
gordon in bug 92908
If FTP works with mCacheSession == nsnull, then r=gordon.  Thanks for cleaning
this up Doug.
