User Agent: Mozilla/5.0 (X11; Linux i686; rv:26.0) Gecko/20100101 Firefox/26.0 (Beta/Release)
Build ID: 20131205075310

Steps to reproduce:

- connect to slow network (256-512kbps adsl for example in my case);
- start system update;
- start downloading of update and leave phone to turn screen off and then wait for 5-10min;
- open notifications to see how much MB of system update is downloaded;

Actual results:

System is stuck at download.

Expected results:

System should continue downloading it's update even tho it is slow connection. This process should have high priority so that it stays alive even after some time of system inactivity.
This is tested on GP keon with v1.2 but the bug is present from v1.1. I can confirm it is there because it happened too many times and i just gave up on updating on home network.
On bug 903279, we saw that wifi drops after about 10 minutes with the screen off, which is consistent with what we're seeing here.
