Can we give the ability to change the links in Tabzilla on a locale basis?

For example, the headings/links is this js file is for every language:

While the strings are all localizable, not all the links make sense to all locales. For example, in Japan, careers.mozilla.org is not relevant as they have their own careers.

Changing the links should only happen where a Mozilla location has a completely separate country domain like mozilla.jp, mozilla.com.cn, and mozilla.com.tw. Currently, mozilla.com.tw is running their own version of Tabzilla for this same reason and mozilla.jp has similar needs. 

Options:

1) Find a way to allow regional links within Tabzilla by language or geo location.

2) Don't allow links to change by locale/location in Tabzilla and have countries to fork Tabzilla and run their own version. This defeats the purpose of having a single Tabzilla for all Mozilla websites.

As you might know, Bug 1151579 has replaced Tabzilla with a static Mozilla tab. The old assets are still available, but no site is probably using it. Closing all Tabzilla-related open bugs at this moment.
