customizeMenu.moveToPanel and menubarCmd share access key

customizeMenu.moveToPanel and menubarCmd can appear on the same context menu (nav toolbar context menu to be specific), so they should probably have different access keys. A localisation note covering this will be landing shortly. (Note that personalbarCmd is also on that context menu, as it has caused duplicates in other locales)
I have checked and each menu option is using a different access key now. Thank you for reporting this.
