Description:
Cannot scroll the Settings app after viewing 'Obtaining Source Code' then 'Open Source Notices' pages

Repro Steps:
1) Updated Buri to BuildID: 20140106004001
2) Proceed to the Settings app
3) Select'Device Information'
4) Select 'Legal Imformation'
5) Go into 'Obtaining Source Code' and scroll for a few seconds
6) Go back and go into 'Open Source Notices' and scroll until the page loads
7) Go back to 'Device Information'

Actual:
Cannot scroll the settings page from any section of the app

Expected:
To scroll anywhere in the settings app

This issue occurs on 1.2, but not 1.1.

The user is able to scroll in the 10/6 build when using the repro steps but not in the 10/7 build.

After investigating in latest build 20140112004002 and testing in buri and inari, we found out below issues,

(w or w/o patch of comment 4)
1. Closing hardware composer, then bug in comment 0 could be fixed, dev information panel can be scrolled
2. entering 'Open Source Notices' panel again
3. In buri, the page is not scrollable; in Inari, the page is not scrollable in the beginning, but after a while, the page is able to scroll.

Since it's might be related to hardware composer setting, we may need some idea from gecko team.

This does not happen in v1.3 or v1.4. The user is able to scroll in the settings app after completing the repro steps.
