Try out mitigations found in dev upgrade.
Verify all stage systems still work post-upgrade. Allow at least 1 week for "burn in" including a software deploy.

I'm pretty sure we're using postgres 9.4 now and on AWS, so the infrastructure is different now than it was when this bug was written.
Can we mark this WONTFIX or something to that effect?
