Steps to reproduce : 1. Turn of Wifi on device. 2. Turn on Wifi Hotspot on device. 3. Now turn off Hotspot and then turn on device Wifi. From here on device Wifi doesn't turn on and it can only successfully turned on after a hardware reboot. Issue can be reproduced always with FFOS 1.3 device.

I found that there is an extra onsupplicantlost event is received, and fire a wifidown event to web app. So you may see the wifi settings button is switched to off and on. If you toggle the wifi settings at that timing, the wifi function seems broken. Still trying to find the root cause there.....
