During the FTE if the user enters an incorrect password for a wireless connected then hits next, then goes back to correct it, the wireless list will be empty and refresh will not fix it until some time has passed.
Repro Steps:
1) Update a Buri to BuildID: 20140109004002
2) During the FTE select a known wireless network
3) Enter an incorrect password then press join and next quickly
4) Press back
5) Press refresh
Actual:
The wireless list will be un-populated and refresh does nothing.
Expected:
A message indicating that the device is still trying to connect is shown for the previously selected network, and the list of available networks is populated.
