958222 - (infinite?) animation loops in FTE involving keyboard

Unagi, trunk.

1. In the network choice page of the FTU, pick a secure network.
2. Before the page with the password prompt shows up, pick another secure network.

At this point, I got into a loop where, without any user interaction, the keyboard would appear and disappear, and in some cases, we'd be bouncing between the password page and the list of networks - different behavior when I tested depending on APZC being on or off, but bad in both cases.  See attachment movies.

The recordings are short, but the "animation" kept on going.
