* Reproduce Steps
  1. Flash Helix device to v1.3 build from PVT
  2. Perform check now to get the update notifcation
  3. Download the update package
  4. Install the upgrade package while the package is downloaded.
  
* Actual results:
    Apps in dock are disappeared when device updates from v1.2 to v1.3


* Expected results:
    The apps should be kept.
