Down arrow key within Site Identity panel switch the tab instead of scrolling down the entries inside the tab

Steps to reproduce:

Click on the 'Site identity' button, then the 'More information' button, then click on the 'Media' tab : see that the 1st item of the list is highlighted.
Then press 'down arrow' key to scroll the items list



Actual results:

Firefox switches to next tab


Expected results:

Since the 1st item within the tab is highlighted, I always expect that 'down arrow' key allows me to scroll down the items list

Reproduced with latest Nightly 29.0a1 (from 2014-01-13) and Aurora 28.0a2 (from 2014-01-12); the same issue is present in 'General' Tab (Site Identity -> More information -> General): the first item is highlighted, but when scrolling up/down with arrow keys the focus is changed to another tab.
