What problems would this solve?

Sometimes, macros need to be able to adjust content on the page somewhere other than the exact place they're used in the macro. For example, a macro might determine that the page needs a special background (such as a watermark indicating a special status for the page).
Who would use this?

Site admins and editors building out special types of content. Zone builders would probably find this useful. This may also be useful for page building blocks.
What would users see?

Whatever page changes are made by the macro.

Macros would have some mechanism that let them adjust the content of the page, possibly through a couple of commands that let them adjust the values of attributes for HTML elements with a given ID and/or insert HTML after a certain point in the page.
