When the app is approved and pushed to public we should send a request to the APK factory to build that app. Hopefully the APK factory can then respond to the marketplace that it built successfully. If it does so we know the app can be made public. This allows us to:
- catch any build errors before end users hit them
- ensure that the cache is primed so that first install is nice and snappy

I wasn't able to test this (dev is not working yet). Keeping the bug open so I can test on stage Monday.

Using dapk.net, we confirmed APKs are getting pre-generated when apps are created/modified
