95896 - Mozilla does not allow forcing login to news server

This is a functionality regression compared to Netscape 4.x
I use a news server which allows public access. However the same server contains
protected newsgroup that only become visible after authentication. Because
public access is possible, Moziall never asks me to login, and so I can never
access the protected newsgroups.
In Netscape 4.x, there was an option called "Always ask me for my name and
password" which allows me to force login and see the protected groups.
Tested with Mozilla 0.9.3 on an NT 4.0 workstation.

See bug 39862 for the backend, there's no UI for it yet, though.

Verified dup.... The UI bugs should be linked in that bug also.
