Description:
When turning off the device and connecting it to a power source. There is not a visual indication on the screen of the current battery charge level. Instead, the device turns on.  

Repro Steps:
1) Updated Buri 1.3 Moz Ril
2) Turn off the device.
3) Plug the device into a wall socket to charge it.

Actual:
The device turns on and there is no visual indication on the screen of the current battery charge level.

Expected:
There should be visual indication on the screen of the current battery charge level of the phone.

This issue does not occur on the buri v 1.3.0 or v 1.2.0 when the device has the US_20131104_root.cfg base build.

The issue occurs when the buri v 1.3.0 and v 1.2.0 are using the 11/15 base build or greater.
