We need to rev BrowserID* and JSONWebTokenUtils* to produce assertions in the format accepted by the new verifier, as documented at:

If we're deploying the new verifier to prod, and it doesn't accept old assertions, or we ever plan to decommission that capability, then this is 29+.

I'm pushing back hard on that.  At yesterday's fxa-eng meeting, mmayo was fingered as the guy who cares.  I pinged him about this; no response yet.  I have verbal from ckarlof that this is weeks/months out, so not 29.
