We should stop collecting any telemetry data we're not actually using. This bug can serve as a place to handle any cleanup, close it when we're sure we want everything left.
Remove NETWORK_DISK_CACHE_STREAMIO_CLOSE and NETWORK_DISK_CACHE_STREAMIO_CLOSE_MAIN_THREAD
