Description:
When navigating into m.soso.com webpage in browser, the website allows zooming and pans left or right

Repro Steps:
1) Updated Buri to BuildID: 20140115004003
2) Open Browser from the home screen 
3) In the URL bar type: m.soso.com
4) Try to pan left and right, zoom in the page

Actual:
Zoom in is allowed and the page pans left and right

Expected:
The page doesn't pan left and right and no zooming is allowed

The bug https://bugzilla.mozilla.org/show_bug.cgi?id=899927 is about pan left and right but not about zoom in, so I create another bug

This is invalid - web content that doesn't render within a full content frame is allowed to be scrollable. Zooming is supported in the browser.

That means the test case is invalid? Because I wrote the bug based on expected result

2. Go to http://m.soso.com/
The page does not pan left nor right; only up and down due to viewport restricted to device width and scale 1 and does not allow for zoom.

It probably needs to be rewritten.
