FF 26.0.

If privacy.clearOnShutdown.formdata==true and privacy.sanitize.sanitizeOnShutdown==true, the ability to open recently closed tabs/windows is disabled. I would not expect a preference for clearing saved form data on shutdown to have such an effect. In fact, it took many hours of troubleshooting to find the cause of my disabled "Recently Closed Tabs" and "Recently Closed Windows" menu items.
Also disables "Restore Previous Session".

I'm not allowed to restore tabs if I want Firefox to clear saved passwords on shutdown?
