Steps to reproduce:

Global Return Receipts preferences are set to "When sending messages, always request a return receipt." Preferences for "When I receive a request for a return receipt" are set to "Allow return receipts for some messages", and all three cases are set to "Ask me".

The recipients of the messages I send have likewise set their global Return Receipts preferences to "Allow return receipts for some messages", and all three cases are set to "Ask me".

I have tried the same thing for multiple mail accounts of my own that run on multiple servers in different domains. I've sent messages to each account from each of the other accounts. All of the messages request receipts, and my global preferences require SeaMonkey to "Ask me" whenever a message requests a receipt. 


Actual results:

When most recipients open my messages, their SeaMonkey mail client is NOT asking them whether they want to send a receipt. Consequently, I'm not getting receipts for those messages. I have confirmed that SeaMonkey is not asking them.

There are only three exceptions: 
• One recipient is using SeaMonkey v2.23 on a Mac running OS X 10.8.5.
• Another recipient is using SeaMonkey v2.23 on a PC running Windows 7.
• A third recipient isn't using SeaMonkey at all; he's using a webmail app called Laszlo Mail 3.

Most of the other users who getting my receipt requests are using SeaMonkey v.2.23 on Macs running OS X 10.6.8 through 10.8.5, although at least one is using it on a PC running Windows XP.

In those instances wherein I've sent test messages between my various mail accounts, the same thing is happening. In no case does SeaMonkey v2.23 ask me whether I want to send a receipt when I open any of those messages...or any other messages, for that matter.


Expected results:

In all cases, SeaMonkey should be asking recipients whether they want to send receipts.

As far as I can tell, this emergence of this problem coincides with the installation of SeaMonkey v2.23 on a recipient's system.
