960853 - add monitoring for new releng windows builders in scl3

We've started the migration of windows builders to scl3 and would like to add similar monitoring to the w64-ix machines in the winbuild domain in scl1.  The machines in scl3 should be in their own host and service groups that correspond to their new location, but they should have the same service checks as those as the rev2 machines in scl1.  The new hosts so far are:

Note that b-2008-ix-0009.winbuild.releng.scl3.mozilla.com is not yet up, so please downtime that one for a couple weeks until we can get the disk replaced.
