Add this line:

AddType application/x-web-app-manifest+json .webapp

To the /etc/httpd/conf/httpd.conf file.

For mozqa.com specifically.

mozqa1.qa.scl3.mozilla.com

This has been accomplished. I placed it in /etc/httpd/mozilla/generic.conf FYI. This is the place we generally modify globals. Let me know if this does not work for you for some reason I am unaware of.
