This bug is a follow-up bug of bug 934354. In bug 934354 we did a quick fix without using the new Notification API. This bug is for using the new API. The idea/work will be what Gabriele commented in https://bugzilla.mozilla.org/show_bug.cgi?id=934354#c18.

I'm blocking on 966405, once that's addressed we won't need to save the message when clicking the home button though we might evaluate what needs to be done when the user decides to view another message interrupting the normal CP flow.
