When there is no SIM card is inserted to the device, the option to import contacts from SIM card is completly removed instead of displayed a message or showing the import from SIM card option as grayed out.

Setup Steps:
1) Remove the SIM card from the device.

Repro Steps:
1) Update Buri to BuildID: 20140117004005
2) Open contacts app
3) Observe Import from SIM card

Actual:
Importing from SIM card option is completly removed.

Expected:
User sees that importing from SIM card option is grayed out and user is unable to select it.

This issue does not reproduce on the Buri v1.2 build.

That's actually better UX if we do this. The user then doesn't even consider the SIM import operation, as the UX doesn't present the operation greyed out.

i can reproduce this on my keon with latest nightly, is there have any solution?
