We need a standalone APK signing service that runs on its own isolated machine. This is to set up the skeleton for this web service in the python module from bug 961220

I put together a stripped down Django app https://github.com/mozilla/apk-signer/commit/99a4df3b68a32ef0719d5356c9ad939756ee583e It has some things like CEF and statsd hooked up but I'll need to work with ops to get those fully set up.
