Firefox Nightly and Aurora for Metro 2014-01-21 on Windows 8.1 Pro 64 bit When the user selects an item from the Bookmarks or Recent History list by right-click and then right-clicks it again to unselect it and immediately right-clicks a different one for selecting, the app bar will be empty.

I can also reproduce this by selecting a tile then double right-clicking it to quickly deselect/select it.

Sounds like a race condition where the event listeners that trigger re-population of the contextual appbar are getting overlapped or lost. We'll need to move to having the appbar populate itself from the latest state rather than passing the actions as payload in the event (or something.)
