I needed to implement some missing functionality to run some of the NSPR tests.
 These are basically copies of the equivalent unix implementations.

I've asked on one of the be mailing lists to have someone look into these
patches for me, as some of this may be a little over my head.  Looking through
the patches, however, the only thing that sticks out, to me, is the calling 
of fork(), which might not be "safe" under BeOS, though I'm not completely
sure on this, which is why I've asked others to look at this.
I have not had any problems due to these patches. r=arougthopher

The patches have been checked in on the NSPR trunk & the
NSPRPUB_PRE_4_2_CLIENT_BRANCH branch.
