Description:
If the user presses the Home button whilst in the Enter SIM PIN keypad screen, the "Unlock your SIM to enable Usage." button becomes nonfunctional. 

Repro Steps:
1) Updated Buri 1.3 Build ID: 20140124004002
2) Use a phone with SIM PIN enabled.
3) Go to the "Enter SIM PIN" keypad screen.
4) Select the Home button.
5) Slide down the notification bar.
6) Select the button that reads "Unlock you SIM to enable Usage."

Actual:
Nothing happens.

Expected:
The User is brought to the Enter SIN PIN keypad screen.

This issue reproduces on Buri 1.2 and Buri 1.1 but doesn't happen the first time the keypad screen comes up, the user has to do steps 3 through 5 twice.
