Steps to reproduce:
visited this page (among other does that have also exhibited this issue): https://www.motorola.com/us/motomaker?pid=FLEXR1#exterior/backplate and tried to scroll down to all the content
Actual results:
was only viewable to the bottom of the window. all content below the "fold" was unviewable.
Expected results:
the page should have allowed scrolling to vote all content

This needs investigation into wether it's something we're doing or a tech evangelism issue for Motorola.

I was able to reproduce on all channels on my Galaxy S4 (4.4.2).

I have had this happen on other sites as well. I will see if I can find them again and add them here.

Even better, a minimized test-case exposing and pinpointing the problem.

Is there a way in firefox beta on Android to show the console (same as ctrl+shift+k on desktop)?

You can use the remote debugger to get a console. https://developer.mozilla.org/en-US/docs/Tools/Remote_Debugging/Firefox_for_Android

I've seen this problem on ehow (e.g. [1]). The how-to content doesn't scroll, but the rest of the page appears to (but this could be devilishly confusing for untechnical users). ehow appears to capture the keystrokes to allow scrolling to the side between help "pages" (which you can do by swiping to the left really hard but it's practically unusable). Perhaps they have the content in an iframe?
