Description: 
If the user slides down the notification bar and enables and/or disables air plane mode, the SIM card notification bar does not get updated until the user leaves that page.

Repro Steps:
1) Updated Buri 1.3 to Build ID: 20140121004137
2) Have a SIM locked phone.
3) Turn on and unlock the phone.
4) Slide down the notification bar.
5) Select airplane mode.
6) Observe the SIM notification bar.

Actual:
The notification bar still reads, "New SIM inserted" when it should read "No SIM inserted.

Expected:
The notification bar should update without having to leave the menu and come back each time.

This issue reproduces on Buri 1.2

This issue doesn't happen on Buri 1.1 because the notification bar tag does not change when turning on airplane mode in the notification bar quick menu and goes directly to the SIM PIN screen when turning off airplane mode.
