As described in bug 958718, we want to remove user-specific data from our API endpoints. Therefore, we need a new API endpoint that will return:
- The detected region for the client
- The list of app ids he has installed (if logged in)
- The list of app ids he has purchased (if logged in)
- The list of app ids he has developed (if logged in)
