This is a TODO item in the UI library from bug 880417 as we don't have a shortcut for it and the touchDrag() touch event is not working to open the tabs container.

This is being opened if we swipe down from the very top of the screen or if we longpress anywhere in the document.

I'll keep looking for ways here.

I don't see why this is invalid! We don't officially support Metro, but it's still around and everyone could hack on it. So something like this might be necessary in the future. It's simply incomplete.
