1. Long press home wall paper. 
2. Tap "Wallpaper".
3. <ISSUE> Wallpaper blocks flickered.
4. If nothing happened, tap black area below.

This happens on the peak as well with every version of the the geeksphone build for 1.4 I tried.
I can confirm this bug on the flatfish 
B2G : 1.4.0.0-prerelease

1. Long press home wall paper. 
2. Tap "Wallpaper".
3. <ISSUE> Wallpaper blocks flickered but wallpaper can be picked.

remarks : Step 4 is not used.
Same here, I am also running 1.4.0.0-prerelease.
I had verified this bug is fixed in latest daily build on Flatfish.

The latest daily build info:

I can confirm this bug in a 2.0 tablet.
