965171 - Opening a variables view popup will change the scroll position in the editor if a watch expression is present

STR:

1. Go to http://todomvc.com/architecture-examples/backbone/
2. Add a watch expression, like `this`
3. Add a breakpoint on line 31 in app-view.js
4. Reload the page
5. Hover the "Backbone" identifier on line 11

You can't. The debugger scrolls to line 31 every time, and hides the popup.
