When the user locks the phone with the Enter SIM PIN menu displayed and then accesses the camera from the lock screen, the Enter SIM PIN menu is displayed blocking the camera viewer. 

Repro Steps:
1) Update Buri to BuildID: 20140128004000
2) Enable SIM PIN security.
3) Lock the phone.
4) Swipe left at the lock screen, while the Enter SIM PIN menu is displayed lock the phone again.
5) Swipe right to access the camera.

Actual:
Enter SIM PIN screen is displayed over the camera viewer.

Expected:
Enter SIM PIN screen to not be displayed over the camera viewer.
