Currently, ONVERIFIED is fired after keys are fetched, which is not ideal. I prefer these notifications to managed more centrally, e.g., in setSignedInUser(). We need to coordinate with FxOS team to make sure we don't break their login flow.

FxAccounts.jsm needs a refactor, but in a much broader way than suggested by this bug.
