STR:

1. Launch Firefox.
2. Navigate to https://moztrap.mozilla.org/media/attachments/2013/01/18/embeddedPDFsTestPage.html
3. Click the shield icon.
4. Click the arrow next to Keep blocking and select Disable protection on this page.
5. Perform any actions on the embedded PDFs (scroll, zoom, etc.)
6. When plugin notification is displayed, click on it. 

Actual results: Blank doorhanger (please see Note 1).

Notes:

2. Not sure about the expected result. Should the plugin notification appear for embedded PDFs? In my opinion it shouldn't, but please correct me if I'm wrong.
3. Reproducible with Firefox 24.2 ESR (Build ID: 20140126000501) and 24.0 ESR (Build ID: 20130910201120)
4. Reproducible with plugins.click_to_play set to true or false.
5. Reproducible on Mac OS X. On Windows it’s hardly reproducible.
6. Pdf.js is used, not external pdf plugins.
7. It looks similar to bug 916542, bug 922349 and bug 916593. Any thoughts?
pdf.js shouldn't trigger any plugin notifications. What's in the error console?

I can't reproduce this in Nightly... there is no plugin notification icon. Do you have Acrobat installed at all, and if so is it "Ask to Activate" or "Never Activate" in the addon manager?

The only error I get is:
"PDF c21f21ea44c1e2ed2581435fa5a2dcce [1.6 Acrobat Distiller 7.0.5 (Windows) / Acrobat PDFMaker 7.0.7 for Word] (PDF.js: 0.8.291)"

As in comment 0, this issue is not reproducible with latest Nightly.

Acrobat is not installed. As in Note 6 from comment 0, I don't have any external pdf plugins installed.

Not reproducible with Firefox 23 RC (Build ID: 20130730113002) nor 23.0.1 RC (Build ID: 20130814063812).
Resolving old bugs which are likely not relevant any more, since NPAPI plugins are deprecated.
